NOOTS is a prerequisite for the digital transformation of the German administration, said Christian Pfromm, Chief Digital Officer of the City of Hamburg and Chairman of the NOOTS Steering Group. "Thanks to the National-Once-Only-Technical-System, evidence can be exchanged all over Europe. This speeds up the modernisation of administration." The automated system means repeated application and errors are a thing of the past.
Hamburg is now one of the first German states to ratify the agreement on the National-Once-Only-Technical-System (NOOTS. This nationwide system automatically retrieves linked data and documents and connects data systems across the country. Individuals and companies will only have to submit certain information and documents to the authorities once in future.

NOOTS should be integrated into the European Once-Only Technical System (EU-OOTS). Then people can submit their data in one EU country only, but making it available to authorities throughout Europe. NOOTS is part of the Register Modernisation Programme to upgrade 51 administrative registers by 2028. The first phase involves connecting the top 18 registers – including the population and vehicle registers – later this year.
