"We want to improve the quality of life through digital solutions. Thus, we are promoting innovation, expanding digital infrastructures and ensuring digital participation for everyone," said Jan Pörksen, State Councillor and Head of the Senate Chancellery. The aim is to make government services more efficient and accessible and focusing on all areas of society - from education and communication to mobility. Emphasis will be on the responsible use of data for the public and especially data protection and security, according to Christian Pfromm, Hamburg's Chief Digital Officer (CDO)
Hamburg has unveiled its new digital strategy with six strategic fields of action and a number of innovative projects for a modern and sustainable city. The aim is to make everyday life easier for citizens and businesses alike.
Six fields of action
1. Digital administration
Local government is going digital to simplify procedures and make workflows more efficient through automated and seamless processes. Several online services are already available and are being expanded and improved. Projects such as the "digital pilots" that assist citizens with the use of digital services such as the online ID function exemplify low-threshold services.
2. Data
Data should be used simply and responsibly as a catalyst of digital transformation. Innovative technologies should increase transparency and boost the involvement of the population. Hamburg, for instance, is co-operating with Leipzig and Munich on the "Connected Urban Twins" (CUT) project to establish digital twins and data platforms for urban development in future.
3. Basic technologies and infrastructures
To strengthen the backbone of digitalisation, Hamburg is investing in customer-centric and efficient basic technologies and infrastructures. The AI-supported text assistance system "LL Moin", for instance, has been developed especially for official requirements. It improves work procedures while ensuring high data protection standards.
4. Teamwork and new organisational culture
Digital transformation also requires a change in organisational culture. To this end, Hamburg is now focusing on open, interdisciplinary collaboration and new ways of working to come up with creative and efficient digital solutions. This team-oriented culture fosters innovation and achieving strategic goals.
5. Innovation and responsibility
Innovations should lead to technological progress and ensure the responsible use of resources and technologies as well as sustainability. Projects such as "Rescue Mate" use real-time data to coordinate rescue operations in disasters and make decisions more efficiently. Hamburg is now putting technological developments at the service of safety and resource conservation.
6. People at centre
Hamburg's digital future should be inclusive, community-based, fair and democratic. The Hamburg Adult Education Centre offers courses ranging from basic digital literacy to advanced programming workshops to enable people of all ages to participate in the digital world.
