The AI text assistant "LLMoin" is similar to ChatGPT and has been tailored to meet the local government's requirements for privacy, security and usability. The language model can be used internally for word processing, summarising large documents, writing speeches and researching large amounts of text. Users should be given the option not to process sensitive data. In addition, all requests are processed through Microsoft's Azure cloud service without data leaving the European Data Protection Area or being stored by Microsoft. All queries are deleted immediately after processing.

Other German states and public institutions will likely benefit from the best practices and application experiences in Hamburg. Dataport, the public IT service provider, is supporting the roll-out of LLMoin beyond the city's boundaries and can provide a technical interface for customisation. Nationwide deployment is expected to further develop the tool and lead to economies of scale.
