Around 1.8 million people lived in Hamburg of of whom 51 per cent were women and 49 per cent men lived, the 2022 census found. Around 18 per cent were under 18 years and around 16 per cent over 66 years. The influx of young people including a high proportion of foreigners, is particularly noticeable in the age structure of Hamburg and other city states in Germany, said Harun Sulak, a representative of BiB. "As an attractive and liveable city, Hamburg is highly attractive for young people in other parts of Germany and abroad," said Katharina Fegebank, Deputy Mayor of Hamburg.
At 42.3 years, Hamburg's residents are the youngest in Germany, while the overall average is 44.8 years, according to a census by the Federal Institute for Population Research (BiB). Although the average age of the population has risen continuously since the last census in 2011, Hamburg's population was 0.1 years younger in 2022. The oldest citizens in Germany live in Saxony-Anhalt (48.2 years), Mecklenburg-Western Pomerania (47.8 years) and Thuringia (47.6 years).

"At the same time, Hamburg is experiencing demographic change," Fegebank added. The "Age-friendly City" action plan was launched to ensure that residents of all ages can continue to live well in the city. "The action plan is essentially a cross-departmental overall strategy for an active, independent and self-determined high standard of living into old age," Fegebank was quoted as saying by the demography portal.
